Abstract 

Offered CH4 is green and can be produced domestically and distribute,

 Such fuel will allow 
(1) to reach energy independency;  
(2) being sold a little cheaper than present prices, allow avoid economic shocks and  fill a state budget and here in few months to reach free Capex and to invest in analogous new systems.; 
(3)  to use a present fuels' infrastructure ; 
(4)  defense in war time and against terrorists;  
(5)  integration of renewable energy in national grid, even if all primary energy is 100% renewable one. 

Short disclosure. It is based on very cheap renewable heat and electricity, and energy effective CO2/CO reduction, the all were invented earlier. 
(1) CO2 + 4 H2 = CH4 + 2 H2O + 254 kJ; (2) CO + H2O = H2 + CO2 ( in cycle) - 3 kJ - negligible; (3) CO2 / CO reduction via formic acid - 286 kJ / 0.89.  
 
CO = 286 / 0.89 = 320 * 4 / 3.6 /28 = USD 12.7 / ton CO for (2) ;  H2 = 12.7 * 28 / 2 = USD 178 / ton H2; CH4 = (5 * 44 + 178 * 8 - 254,000 * 0.3 * 0.02 / 3.6 - surplus electricity sold) / 16 = USD 76 / ton CH4  = USD 53 / 1000 m3
