It is a vessel is slightly bigger than the hydrogen balloon together with fuel cell, and the both sank inside the vessel. The said vessel is filled by the water and a closed thin tube with the air is on the top of the vessel. In a case of the hydrogen leakage the air pressure would grow inside the said thin tube, and it can serve as a control device of the hydrogen leakage.

An excellent aerodynamic shield can be used without designing problem. A pilot power is about 430 kcal-h ordinary in that case for a long time. If 50% of its energy being stored by a small battery and periodically used for travelling, and a pilot can relax of 50% of the route time, the average speed is about 45 km/h, even if a rugged terrain and 25 kg cargo.   Because a human daily energy for a long work being about 3500 kcal ordinary, it is enough for about 14 hours of the route of 630 km long. It is a
