Special designed city-car as a grid element isn’t a big news now. Such cars are to be much cheaper and simpler than conventional cars. But I can suppose strictly to reject all sorts of powering from underground, because it creates additional and not simple and cheap road works for city road services. Powering from air (from wires) or by trolley connections looks as quite problematic too.
I can offer the following high-tech, but very cheap innovation for it.

It is a piece of a wire with a tiny helicopter or two ones looking as a child toy/s at one or two ends of the wire. The helicopters are flying over a corresponding car with horizontal velocity, is equal to its car velocity. One helicopter can join by mobile contact the wire upper end to the air grid, and another helicopter can join the wire to the car correspondingly.

As options, one helicopter being possible too, it has as own small advantages as sufficient disadvantages too.

As the whole city system, it can be financed as a tiny tax for any new bought car wants to use the system and/or for any new car on the city roads or other financing models from many possible ones. As a trend, every car on the city road will be and must be electric car using the said system of powering, and further they are pilotless taxies only and the pilotless taxi system must me optimized by computerization in principle.

Per a car, the system can be about some tens dollar only, because my innovation needing intellectual control, can be mass produced identical microchips and micro-sensors, and helicopters and connectors are too.
