big professional in engineering, so please forward my very interdisciplinary
message to your institute professionals of Energy Innovation Center and/or to
your Planning Group having intellectual Property Sectors, as its high
importance merits for Japan energy security and economics and independence.

Abstract
During last three years the Japan government’s
energy authorities declared and then rejected different Strategic Energy Plans (“SEP”),
each more stupid than the previous ones, but the all of them need some
trillions USA dollars of budget and being depended from foreigners.
Being uniquely educated & experienced
engineer (see short CV in attachment), I can confirm that Japan can be energy
independent after three years of works by about one milliard USA dollars of
total budget.
It is not fantastic and not a joke, but
clearly calculated initiative being a fresh look on wind power generation. Moreover,
if you want electricity cheaper than USD 0.0025/kWh, you will get it. New
building is paid by a profit of previously built ones. It is a breeding model.
Very shortly, it is a following
technological chain: A lot of pilotless sailboats go there and back moved by
wind, so harvesting the wind energy and turn it in electricity by a
hydro-turbine fixed under the sailboat. Because that electricity can’t
be transported from moving things, it preliminary is used to split the desalinated
sea water in oxygen and hydrogen being compact energy carrier, then being
pressed and collected on-board. Small sea vessel extracts the said pressed
hydrogen from a compact group of the said sailboats and transported it to a
floating terminal for production of electricity, then jointed and transported
by high-voltage underwater cables to the Japan land. 2000 cables of total power
of milliard kW (much more than present Japan’s needs) practically don’t need smart
grids with electricity storage, and can substitute all energy sources now exported.
It is necessary to be commented.
The sailboat is a cheap trimaran. It is
much more simply than pilotless car on the roads. Its sail is a vertical
mattress filled and formed by hydrogen and can be 50 meter high and 30 meter
width to produce 300 kW electricity each as averaged, or 6 kg Hydrogen per
hour, if using concentrated microwaves of magnetrons, being very cheap and
simple electronic device, but very energy effective.

I was born in former USSR in 1939. 1962 –I was graduated as Dipl.-Eng. in Mechanics and Technology with emphasis on control and automation in chemical industry and mathematic simulation.
1962 –I was starting my professional career in systems engineering, at first with emphasis on applied mathematics methods.
Through my life I had a duty experience in course in:
(1) air traffic control, (2) microbiological industry, (3) pulp and paper industry, (4) technology of microelectronics, (5) capital construction, (6) typical design, (7) concrete industry, and was working as a researcher, a developer, a designer, a technical supervisor, and as a worker too.
1961- 1973 - 5 years of post-graduate evening study on:
(1) applied mathematics, (2) electrical engineering: (a) radio engineering, (b) electronic and ionic technology (c) automated control systems.
Besides, I have very rich 50-years off-duty professional experience in economics and inventions in very wide spectra of engineering and engineering systems. In the last 10 years they are:
(1) green & cheap & abundant & inexhaustible: (a) energy (b) production (c) systems, (2) military systems, (3) technologies, (4) consume electronics etc.
Being a private person of golden age, now I use a tied co-operation world-widely with actual persons in real economics and with real R & D institutions.
For big regret I have a heavy experience being in my past prisoned 18 years long, and being immigrant in Israel since 1981 and being burden by dirty spot in my biography I have been registered in Israel as an engineer in 2000 only.
