Novel power system for Israel, got rich of natural gas

Safe power system for Israel has to be distributed safe power generation as stationary as mobile one.
Recently Israel got rich of off-shore natural gas being easily flammable and explosive, so very sensitive against terrorist attacks as domestic ones as by enemies from all sides abroad. Now Israel’s rules consider to export own natural gas and it is a quite wisdom idea to get rid of that fortune and simultaneously to make big money. Moreover, any fossil fuels, and natural gas is it, create harmful gases and dangerous climate change globally. The present trend in energetics is big penalty for them
Nevertheless, in Israel, state and public decision makers mainly being laymen, lawyers and so on, they are pressed by businesses and patriotic populists to redirect a tube with cheap domestic natural gas inside Israel.
Here I suppose a compromise to use dangerous natural gas, but by safe modern technology.   
(A)
Off-shore part of the said technology serves to transform the natural gas without its long-term storage in ethanol of highest purity: 
(1) NG (natural gas) purification:
(a) preliminary purification by mixing it with the water;
(b) precise purification mainly from sulfur-, phosphorus- and nitrogen containing compounds   .
(2) CH4 + H2O (vapor) = CO + 3 H2 
(3) CO + 2H2 = ½ C2H5OH + ½ H2O (may be CH4 = ½ C2H4 + H2, at mild conditions with IrO2 catalyst, and then ½ C2H4 + ½ H2O (vapor) = ½ C2H5OH)
(4) ¼ CO2 (either recycled or extracted from the air) + H2 = ¼ CH4 + ½ H2O 
Combined (2), (3) and (4), it gives total stoichiometry:
(5) 3/4 CH4 + ¼ CO2 = ½ CH5OH being ethanol of high purity, then slightly poisoned to prevent its usage as a food product, and then transported inside the Israel’s land   
(B)
The land part of the said technology serves for distributed safe electricity generation as stationary as mobile one.
(6) ½ C2H5OH + 1.5 H2O (vapor) = (at high temperature) = 3H2 (already quite pure) + CO2 - 175 kJ
(7) the hydrogen final precise purification mainly of carbon containing compounds
(8) 3 H2 + 1.5 O2 (air) = (fuel cell of about 67% efficiency) = 3 H2O + 2/3 * 3 * 286 kJ electricity = 575 kJ electricity consuming ½ mol C2H5OH produced from ¾ mol CH4, as followed from (5), or
575 kJ - 175 kJ = 400 /( ¾ * 16 * 3.6) = 9.25 kWh electricity per 1 kg CH4 fossil  used.
Supposing the cost of own CH4 for domestic market USD 180.0/1000m3, or 26 USA cent per kg,  and 50% additionally for purification and plus up to 100 % as a CAPEX, and plus 20% for distributed delivery for consumers, it is (26 + 26 * 0.5) * 2 * 1.2 cent /9.25 kWh =  USD 0.1/kWh, or NIS 0.35/kWh, so70% of present grid electricity from state Israel Electricity Company as a price for consumers, i.e. for householders at some sensitive sites and for private transport.
Moreover, 25 liter of the ethanol can provide 1200 km mileage, so twice more than by gasoil for ICE. It is a fuel not flammable in containers and not explosive.
