Abstact. Tiny share of about 2% renewable wind energy over global oceans can be converted in oil by USD 10/bbl in quantity of total needs of EU and USA in energy. Such wind moves distributed special sailboats equiped by underwater hydroturbine with electric generator, powering on-board a circular thermochemical catalytic water splitting to produce hydrogen by USD 250 /ton. Periodically such hydrogen is collected and pressed by sea shuttles for nearby terminals to produce such oil.. More detailed disclosure.

Its energy effectiveness can be close to 100%, while it has very simple design, and its electricity is about 0.3 USA cents per kWh, because a lion share of the said cost is a share of a geared electric generator. It works in open sea in principle, while global wind kinetic power is about 20.0 milliard kW. The power generation unit is a small pilotless boat with a flat sail.
