It is unmanned blimps (i.e. foldable with flexible wall airships), filled by natural gas. It can be a fleet of standardized blimps, used and manufactured distributelly in a huge quantety, 36 km/h, some thousand km range. They can be manufactured automatized by total cost being negligible vs. a cost such initiative. Another way can be to reform oil into gas for transportation would be much more expensive (about USD 450/1000 m3).
