Innovative design for high-speed transportation at vacuum

Abstract
My innovation is a design of a vacuum enclosure providing as safety as CAPEX share of a cost of transportation lower USD 0.01/10 ton-km. Another invention is a technology of extremely cheap electricity of USD 0.004/kWh, and for countries nearby open ocean, it can be USD 0.0025, and totally (CAPEX plus OPEX) would be lower 0.01/10 ton-km too. Even if now conventional electricity, the total cost would be less USD 0.05/10 ton-km.

A form of thin wall vacuum tube can be formed and supported by a less pressure for its outer air environment being, in its turn enclosed by closed iron lattice covered by a massive cocoon of mix of sail and stones against attacks and by a roof of reinforced concrete.
Such design provides a cheap CAPEX and a safety now the both are a lion share of a cost of transportation at vacuum. I can suppose that high-speed air-cushion transport at vacuum tube being used for rugged terrain needed in curve linear track, can save the CAPEX additionally as for trains as for infrastructure.   
Moreover, I can offer a technology of extremely cheap electricity being a lion share of OPEX, being s especially cheap for countries being nearby open ocean, e. g. Japan, USA, India, France, Spain being able to create that technology with themselves.
